About the project

The objective of the project is to foster the uptake of eInvoicing services compliant with the European eInvoicing standard in Malta, the Italian region of Sicily and Ireland.


In particular, the National Shared Services Office (NSSO) in Ireland will introduce a single finance technology platform that will replace 31 existing finance systems across Government departments and offices and facilitate transaction processing in the Finance Shared Service Centre in Tullamore. The Shared Service will deliver financial management services to 48 identified Government organisations and the platform will be connected to an Access Point to be procured. In addition, the Action will deliver a machine-learning system to detect fraudulent invoices.

Malta will deploy a new eInvoicing service for Government and its sub-central authorities taking into account the on-going development for central authorities and the required connection to the eDelivery Building Block.

For the Italian region of Sicily, the Action will provide the basis for cross border exchange of eInvoices in the B2G and B2B context. Celeris will develop innovative blockchain-based services.
